HCC - E REGIONAL PLANS
What is a health care coalition regional plan?
A healthcare coalition’s regional plan provides general guidance for preparation, response, and recovery to all-hazards events that threaten the healthcare system that results in illness or injury to the population within the coalition’s boundaries and the healthcare system. The plan emphasizes strategies and tactics that promote communications, information sharing, resource coordination, and operational response planning with the healthcare coalition members and other stakeholders. Additionally, response plans may also include annexes to expand on the framework of the plan and provide additional guidance for responding to specific situations.
Health Care Coalition – E (HCC-E) regional plans, including annexes, define the responsibilities and roles of the HCC and its members, including how they share information, and coordinate activities, and resources during an emergency. Each regional plan may be activated and implemented to provide general guidelines for response to natural and manmade events that threaten the healthcare system within Trauma Service Area – E (TSA-E).
Why is a regional plan used?
An all-hazard event or disaster may overwhelm an individual health care facility’s ability to manage the response. Inevitably so, this can hinder first responders and the hospital’s capability in responding and treating efficiently and effectively. Regional plans provide the Health Care Coalition and its HCC Members with useful information: including how they share information, coordinate activities and resources during an emergency, and the responsibilities and role of hospitals, EMS, emergency management organizations, public health agencies, and other regional organizations. HCC-E regional plans do not supersede any existing protocols or agreements that agencies and facilities may have, but instead, provide guidance to which healthcare workers may refer during an emergency event.
