HPP PERFORMANCE
Performance Measures
As members of the Healthcare Coalition, organizations with a signed Hospital Preparedness Program (HPP) Letter of Agreement (LoA) are required to participate in certain region wide efforts to support emergency preparedness. These efforts are tracked by NCTTRAC staff and reported as HPP Performance. Performance measures for each HPP Program Year are set out in the Regional Emergency Preparedness Committee (REPC) Standard Operating Procedures (SOP).
We are currently in Quarter 4 of HPP Program Year 21 (July 1, 2022 – June 30, 2023). Quarter 4 of HPP Program Year 21 began on April 1, 2023, and will end on June 30, 2023. The sections below list performance measures for each quarter. HPP YR 21 Quarter 4 (April 1st, 2023 - June 30th, 2023) Performance Measures
- Participate in at least one Redundant Communications Drill between January and June 2023.

- Medical Response Surge Exercise- May 10, 2023

- Respond to at least one MCI Drill in EMResource – These are no notice drills held once per month. Hospitals have 30 minutes to respond to the drills
HPP YR 21 Quarter 3 (January 1st, 2023 - March 31st, 2023) Performance Measures
- Participate in at least one Redundant Communications Drill between January and June 2023.
- Participate in the 2021-2022 NCTTRAC Needs Assessment Survey
- Participate in the HCC Exercise
- Radiological Surge Annex Tabletop Exercise – Spring 2023.
- Respond to at least one MCI Drill in EMResource – These are no notice drills held once per month. Hospitals have 30 minutes to respond to the drills
HPP YR 21 Quarter 2 (October 1st, 2022 - December 31st, 2022) Performance Measures
- Participate in at least one Redundant Communications Drill in either Q1 or Q2. This is the same requirement as Q1.
- Respond to at least one MCI Drill in EMResource – These are no notice drills held once per month. Hospitals have 30 minutes to respond to the drills.
HPP YR 21 Quarter 1 (July 1st, 2022 - September 30th, 2022) Performance Measures
- Annual Hazard Vulnerability Assessment (HVA) Submission – October 14, 2022
- Annual GC-11 Inventory Submission – Due September 16, 2022
- Participate in at least 1 Redundant Communications Drill in either Q1 or Q2
- Participate in the HCC Exercise
- Medical Response Surge Exercise- March 24, 2023
- Radiological Surge Annex Tabletop Exercise – May 10, 2023.
- Respond to at least one MCI Drill in EMResource – These are no notice drills held once per month. Hospitals have 30 minutes to respond to the drills.
