Prehospital Whole Blood Pilot Program

NCTTRAC has established a program to support Emergency Medical Services (EMS) providers administering whole blood to patients in the field suffering from extreme blood loss due to trauma, maternal hemorrhage, or other significant medical conditions. The goal is to begin resuscitation at the patient’s location and transport to the appropriate acute care hospital. Eligible DSHS licensed EMS providers within TSA-E may apply to become a NCTTRAC prehospital whole blood transfusion provider. If approved, NCTTRAC will provide prehospital whole blood transfusion equipment. The selected agency must complete all prescribed program requirements before receiving program assets.

NCTTRAC recommends and encourages ALL interested organizations follow the program expectations and responsibilities outlined herein:

EMS Overview 

Participating agencies will have to meet the following eligibility requirements:

  • Be a DSHS Licensed EMS agency within Trauma Service Area-E
  • Must be a NCTTRAC Member Organization in Good Standing*
  • Must have an active Pulsara User Account(s) for the agency
  • Must be participating in the Texas EMS Wristband program
  • Must sign a NCTTRAC Asset Transfer Agreement

*RAC Membership in Good Standing includes:

  • Completed membership application
  • Membership Dues paid
  • Membership approved by NCTTRAC Board of Directors
  • Met Active Participation requirements:
    • Attended 6 NCTTRAC-sponsored meetings in 3 out of 4 quarters within RAC fiscal year (Sept. 1 – Aug.31)
    • Data submission per the Committee SOP

Hospital Overview
  • Be a DSHS Licensed facility within Trauma Service Area-E
  • Must have a current NCTTRAC membership
  • Must sign an Memorandum of Understanding (MOU) to participate in the PHWB program
  • Trauma facilities must participate and attend 75% of the regional PHWB system Pl committee meetings
  • Facilities are responsible for policies, procedures, and guidelines making sure they are in place to achieve and maintain full compliance with the terms of the MOU

Whole Blood Academy

NWBAIn collaboration with STRAC, the National Whole Blood Academy is a two-day, Academy designed to give EMS, hospital, and system leaders the tools to build, implement, and manage a successful whole blood program. Day one provides a whole blood operational foundation; day two is a dedicated training track for Whole Blood Program Managers.
