Regional Emergency Preparedness Committee (REPC)

Building regional resilience through collaboration and coordination. 

The NCTTRAC Regional Emergency Preparedness Committee (REPC) serves as the coordinating body for regional preparedness planning, response, and recovery efforts across Trauma Service Area-E. The REPC provides a forum for multidisciplinary partners – including healthcare, emergency management, EMS, public health, and supporting agencies – to collaborate on strategies that strengthen the region’s healthcare system readiness and resilience.

The committee leads the development and implementation of regional plans, facilitates capability assessments, and supports compliance with state and federal preparedness program requirements, including the ASPR Hosptial Preparedness Program (HPP).

Emergency Medical Task Force (EMTF-2)

The EMTF is a State and Federally funded program with the mission of creating State-deployable medical teams, regionalized for rapid mobilization and readiness. Offering rapid professional medical assistance to emergency operation systems during large-scale incidents. Immediately available resources include AMBUSes, Mobile Medical Units, Ambulance Strike Teams, Rn Strike Teams, Medical Incident Support Teams, Infectious Disease Response Units, and Ambulance Staging Managers.

Dallas World Cup 2026 Regional Planning Hub

As Dallas prepares to welcome the world for FIFA World Cup 2026, NCTTRAC is leading coordination efforts across North Central Texas to support regional readiness. This site serves as a central resource for healthcare coalition partners, emergency planners, and public safety stakeholders involved in multi-agency preparedness and response. Stay informed on planning updates, operational guidance, and key milestones as we work together to ensure a safe and successful event.

Hospital Emergency Response Team (HERT) Training

The Hospital Emergency Response Training for Mass Casualty Incidents (HERT) course addresses healthcare response at the operations level for the facility and its personnel. This three-day course prepares healthcare responders to utilize the Hospital Incident Command System — integrating into the community emergency response network while operating an Emergency Treatment Area as hospital first responders during a mass casualty incident involving patient contamination. The healthcare responders will determine and use appropriate personal protective equipment and conduct triage followed by decontamination of ambulatory and nonambulatory patients as members of a Hospital Emergency Response Team.

Critical Incident Stress Management (CISM)

Fundamentals of Critical Incident Stress Management (CISM) will be outlined and participants will leave with the knowledge and tools to provide several group crisis interventions, specifically demobilizations, defusings and the Critical Incident Stress Debriefing (CISD). The need for appropriate follow-up services and referrals when necessary will also be discussed. This course is designed for anyone in the fields of Business & Industry Crisis Intervention, Disaster Response, Education, Emergency Services, Employee Assistance, Healthcare, Homeland Security, Mental Health, Military, Spiritual Care, and Traumatic Stress.

Committee Responsibilities & Representation

The following provides a continuation of the committee responsibilities to the TSA-E region:

1.1. Responsible for jointly identifying and recommending plans and solutions that support improvements in Trauma Service Area-E (TSA -E) emergency/disaster preparedness and response between medical emergency preparedness stakeholders.
1.2. Serves as the steering committee that provides recommendations and support to the North Central Texas Trauma Regional Advisory Council (NCTTRAC) Board and staff regarding the execution of the Texas Hospital Preparedness Program (HPP) contract as administered by the Texas Department of State Health Services (DSHS) for Emergency Medical Task Force (EMTF-2) and TSAs C, D, and E.
1.3. Establish standing agenda items and corresponding responsibilities (e.g., by individual appointment, work group, or subcommittee) to address, and document in the Regional Emergency Preparedness Committee (REPC) Standard Operating Procedure (SOP), the following topics:

1.3.2. Injury/Illness Prevention and Public Education
1.3.3. System Performance Improvement (SPI) Indicators
1.3.4. Data Initiatives 

1.4. Guides to the development and review of hospital and pre-hospital assessment tools, regional plans, treatment guidelines, and the REPC SOP.
1.5. Provide interface with other RAC committees, professional associations appropriate to the service line, and the Governor’s EMS and Trauma Advisory Council (GETAC).

Healthcare Coalition (HCC) Membership Requirements

Healthcare Coalition (HCC) Membership is defined by facilities/agencies that have satisfied one or more of the following criteria:
6.1.1. Signed an HPP Letter of Agreement (LOA), HPP LOA Amendment, & Memorandum of Sharing (MOS).
6.1.2. Signed a TX EMTF Memorandum of Agreement (MOA).
6.1.3. Retrieved a Certificate of Completion from CMS Guidelines for Healthcare Agency Emergency Preparedness Course (CMS Partners).
6.1.4. Completed an Asset Transfer, Assignment, and Assumption Agreement with NCTTRAC.
6.1.5. “Other criteria” as recommended by REPC and approved by the Board of Directors.

 
Chiefs and Executives Dashboard

Members can utilize the NCTTRAC Chiefs and Executives Dashboard to review the overall performance of their respective member organization; including information on the following:

  • Organization’s Membership
  • Active Participation Status
  • Attendance in committee meetings
  • Participation in data submission requests
  • Status of different agreements and contracts

Additionally, member organizations can view their individual participation/performance status and compare their own performance against other member organizations throughout TSA-E.
