ABOUT

The NCTTRAC Emergency Medical Coordination Center (EMCC) supports regional Healthcare Coalition Partners with coordination and implementation of TSA-E’s plans and solutions for regional disaster preparedness and response.  Specific EMCC functions include: Activations & Coordination Center Operations, Communications (routine and emergent), Corrective Action Planning, Crisis Applications Administration, Emergency Medical Task Force 2, EOP Implementation, Surveys & Data Analysis and Training & Exercise.

Crisis Applications

A regional crisis application  capability enables interaction between Healthcare Coalition members, jurisdictional emergency management officials, public health, and the state.  The development of robust crisis applications enhances regional communication, centralized data collection, emergency status tools, and notification capability.

Radio Communications

The NCTTRAC EMCC provides support for all communications functions within the healthcare coalition in TSA-E.  The EMCC conducts monthly communications drills, provides hardware and software support, and promotes the implementation of appropriate system maintenance and upgrades for communication tools across the region.

Performance Measures

To meet the HPP Healthcare Coalition capability requirements, HPP subrecipient hospitals are encouraged to complete a series of performance measures to be eligible to receive benefit of regional projects.

Performance measures include:

  • HPP End of Year Assessment
  • Annual Hazard Vulnerability (HVA) Submission
  • Annual submission of inventory of HPP-provided equipment and supplies
  • Quarterly communications drill participation
  • No-Notice Available Bed Reporting
  • Participation in a regional functional-level exercise with submission of appropriate After Action Report documentation to NCTTRAC.

Training & Exercises

The North Central Trauma Regional Advisory Council strives to continuously improve healthcare systems within our region through its Training and Exercise program. Our staff is constantly locating and developing training to assist the region in achieving their goals of preparedness, response, and recovery. Training, drills, and exercises help identify and assess how well a health care delivery system region is prepared to respond to an emergency. These activities also develop the necessary knowledge, skills, and abilities of an HCO member’s workforce. Trainings can cover a wide range of topics including clinical subject matter, incident management, safety and protective equipment, workplace violence, psychological first aid, or planning workshops. The HCC and its members may use the information about these risks and needs to inform training and exercises and prioritize strategies to address preparedness and response gaps in the region.
