Overview
The Texas Legislature is providing $21.7 million to distribute towards funding EMS recruitment, retention, and education. NCTTRAC is providing scholarship funding to qualified Department of State Health Services (DSHS) licensed EMS providers to increase the EMS workforce within TSA-E.
NCTTRAC will make scholarships available based on DSHS criteria, with special attention given to rural and underserved areas.
Scholarships will be awarded on a first come, first served basis and will be applied to in-person, online, or hybrid EMS courses (EMT, AEMT, and Paramedic).

DSHS Definitions
âž” RURAL
An area or county with less than 50,000 in population.
âž” UNDERSERVED
A county or area in which the minimum level of EMS care is diminished or does not exist.
Program Qualifications

Scholarship Applicants must meet the minimum qualifications to apply:
- Be at least 18 years of age
- Have a high school diploma or GED
- Be employed / conditionally hired by a sponsoring EMS Provider
- Willing to pledge 1 or 2 years of volunteer or employment to sponsoring EMS provider, depending on level of certification
*The completed application and all supporting documents must be submitted and approved by NCTTRAC prior to the Scholarship Applicant(s) proposed course start date.*

EMS Providers must meet the minimum qualifications to sponsor Scholarship Applicants:

- Must be an approved DSHS-licensed EMS Provider in good standing
- Must have a valid Taxpayer Identification Number
- Must meet RAC participation requirements
*The completed application and all supporting documents must be submitted and approved by NCTTRAC prior to the Scholarship Applicant(s) proposed course start date.*
EMS education programs must meet the minimum qualifications:

- Must be a DSHS-approved EMS education program in good standing
- EMS course length must be as follows:
       EMT – 120 days or less
       AEMT – 240 days or less
       Paramedic – 365 days or less
